windows tool to view header info

I've got the same app running on two servers, one successfully writes a cookie, the other doesn't and I can't see why - anyone know of a windows based tool that will allow me to see the header info being sent back from a page request?

Alternate method: Manual commands through telnet if you know how to use it.
