I have incountered this issue on my RedHat 7.1 build,

when the user runs passwd command and enters new password for the account. PAM complains that the password either too short or based on dictionary word "Bad Password", and does not let the user change his her password.

I would have let this go but it does it to 8 character letter + numbers passwords as well.

Can someone help me how can I configure PAM to be less picky about password change.

PAM configs are located in the pam.d directory and I have a list of files inside

chfn core kbdrate linuxconf-auth login passwd rexec rsh smtp su system-auth
chsh ftp linuxconf linuxconf-pair other ppp rlogin samba sshd sudo

============
The passwd file looks like this
#%PAM-1.0

auth required /lib/security/pam_stack.so service=system-auth
account required /lib/security/pam_stack.so service=system-auth
password required /lib/security/pam_stack.so service=system-auth
