IP banning doesn't work; it is easy to change one's IP.
Cookie banning doesn't work; it is easy to erase cookies.
Username banning doesn't work; it is easy to log out by erasing cookies and re-register...

this cannot be done. it s the internet. its open, free and half-way anonymous.

you could only make a closed usergroup where people have to sign up with name and address so you can check the data or sue them if needed.

another check you can do is email address banning, but if a user has a domain with a catch-all alias then that screws up that idea too.

As ^^^ said there is no real way of doing it.
