Designing a drive cloning program.

My employers suggested this as a possible goal. Ok, where the heck do I get started? Especially copying an NTFS file system with an OS like WinXP or WinServer2003. Would one go for a straight byte/bit and/or sector copy or recreate the NTFS file system, partition, format file structures and all? Would assembly have to be involved? Appreciate any responses however far fetched...
