Dictionary application with list showing the matching words

I want to make something like this(dictionary0
the logic for filtering the values in the grid such that if I type first character in a text box the contents of the grid should arrange according to the dictionary order from that character. And as on I start typing the characters the most matching should be at the top of the grid and rest should be arranged in dictionary order.
I want to know which language would be best suited for this
