Shareware Program Dev Help?

I got this ideal for a shareware program and im not sure if its a good ideal or not but I would like to try and make this project work even if it turns out to be just a learning experience.

Im going to have to teach myself how to program so im not near ready.

Here are some things this program will be doing......

1. It's kind of like (stardocks) object desktop program where im going to need to move objects/pictures/graphics around the desktop and place them where and how I want. I would like to give these objects/pictures/Graphics some effects that can be turned off & on as well. It needs to use less resources than Object Desktop does and much faster,cleaner, and install on multi systems mostly windows xp. Also It would be nice if I could intigrate controls right into windows right click menu (nice & clean).

A. Is it possible to do this with some programing language if so what would seem like the appropriate language to study and focus on?

If anyone out there can give me a few tips or something other than --> study <-- which is what im doing right now I'm studying up on all "that is programing"
