Changing Devshed's encoding to UTF-8
In the "Welcome To Devshed" thread, I made the suggestion that we welcome new users in our native languages, after a Hebrew greeting was well received. That would, however, require that the pages be UTF-8 encoded instead of the current ISO-8859-1. I need not mention the other benifits of UTF-8. Also, because this is an English-content website, switching would merely require changing the meta tag and possibly a simple apache configuration mod.
