I think this is where this conversation is going, but I'll say it anyways. It was touched on with the dial-up idea.
Why not allow users to decide how much rep they want to take off, up to their rep power. Not just fixed 1 point, or max points, but have radio buttons from 1 up to their rep power. Or just a text box where they can type it in.
So if you have, say 16 rep power, you can take away/give anywhere from 1 to 16 points, depending on how much you like/hate the post.
