The reputation system has a flaw in it that will negatively impact activity in the forums. The way it currently operates, the person who gives rep to an individual has no choice in the value of the rep given (full rep value for positive rep, half value rounded down for negative rep).
Because of this fixed value submission, members with higher rep power can quickly drive a person to 0 rep points with a few disagrees, or unnaturally inflate a rep with an agree.
In a liberal forum like DevShed, this will lead to ever-greater levels of rep power and more uncertainty-- people will be afraid to post for fear of offending a high-powered member and incurring a reputation-slaughtering disagree.
In a more conservative forum such as DevHardware, the higher-powered members may refrain from donating deserved rep for fear of inflating/deflating a person's rep excessively.
In either case, established regulars in the forums will gain power exponentially and newcomers will remain powerless for overly extended amounts of time.
Suggested fix-- implement a "dial-a-rep" patch that would allow the reputation giver to select how many points (positive or negative) within their given power to donate to an individual's reputation-- the 28 power rep can then disagree on some minor infraction by deducting 2 or 3 points instead of 14, and likewise donate 5 points for a good (not great or outstanding) link instead of an overkill 28.
This would allow community regulation (an undeserved disagree can be easily canceled out with a judicious application of the right number of points), smooth out the power growth and allow all members an extra degree of comfort in regard to giving and receiving reputation points.

eloquently put, twouldst appear that that rep++ing is out of order because I havent spread.
"You must spread before", ... this is another fallacy, in order to rep ++/-- someone, you have to "spend" rep what ever way, that's a lot of potentially fallacious rep floating

Yes now you have input box, you can change it to any number, but in the back end we double check all the inputs to make sure they are within range. We will look into adding an extra column to show how many points received.
