Please return the C/C++ forum sticky

Original discussion here. Could someone please return the sticky "HOW TO POST A QUESTION" thread to the top of the C/C++ forum? It has been moved to the Forum Rules/Guidelines forum. Without the thread there at the top of the C-related languages forum, it is extremely unlikely that a newcomer would read it before posting a question to that forum, which undermines the whole programming help/guidance process that is the primary purpose of that forum.

Considering that the other forums seem to have retained their "how to post..." stickies, this looks like nothing more than an oversight. Can anybody please replace the thread? I don't know who has what privileges here, but surely there must be any number of you who can do it.

That was his third or 4th insulting post directed at either me or a team member, its not appreciated nor is it tolerated. I dont care how helpful someone is here, there is no room for that kind of attitude toward myself or my team members as we all work very hard on these forums.
If he wants to apologize he can email me directly and I will reconsider reinstating his account and not before.

I have taken care of this myself, yes it was a oversight/mistake.
They should have been COPIED to the new Forum Rules section and not MOVED.
