Pretty much what the admins say for new forums is. Post a poll (in the lounge) asking how many would use a SQLite forum, if you get a good number of people voting yes (compared to no and the amount of people) then you submit a e-ticket and point them to the thread, and the admins will read it and decide if they want to add it.
For the most part it depends on how much activity it'll get, it doesn't have to have a ton to get created but to not be removed it has to have at least a few times a week posting to it.
