I suppose the admins are trying to make use of some people's desire to achieve high rep or high postcount so that they keep visiting. For others, helping out and learning is enough. For me, I like that side of it, plus the banter in the Outhouse and Lounge. The cynics would also note that every time someone reps someone else, there's an extra page impression, hence adding value in the literal sense.
