computer question: those towers that lay horizontal

1)how do you refer to them besides "those computers that have towers that lay horizontal"

2) is it safe to stand them up like conventional computer towers(vertically)

Huh? do you mean desktop cases?

If so then you shouldnt really stand it up since its not meant to work that way. Some CD drives have hooks or things like that which hold the CD down if the drive is vertical, others don't. Also by sitting it on its side you may block ventilation holes and effect the cooling of the system.
