The location /usr/local/etc is not any sort of default in Solaris. Indeed, /usr/local isn't even a directory that gets created in a default install of Solaris!
What are you trying to convert? Traditionally system wide shell settings are put in /etc. For example, the default system wide settings for bash are often stored in /etc/bashrc or /etc/bash.bashrc. There is no requirement or enforcement for this - it is simply a matter of convention.
And I just have to say - wow - you are the first person I've heard of migrating to AIX in a very long time - like 10 years! Even IBM's internal systems have mostly converted from AIX to Linux.
