Excel formatting in unix

I know how to create an excel, define columns and rows, but the requirement is to set colouring, borderline and few graphical representation through unix itself.
Is this possible in unix? If yes how?

are you scripting in perl? I know perl you can do that with Interior ColorIndex ...
