How rsync checks modification dates

Hi--

I've read somewhere -- now lost of course <g> -- that rsync is a bit inefficient when it comes to checking for the modification dates of files for it's synchronization routine.

I was wondering if someone knew how it does this and if there might be a more efficient way to do it.
