I presume that this is a Sun Sparc system as that is the only one I've ever heard that has a Stop key (used to be called L1).
Most likely this is disabled in the boot prom. Depending on your machine and the age of the boot prom there are a few different ways of doing this. docs.sun.com documents pretty old machines and shows you how to change the boot prom settings.
