Custom Region Control Box

How do I make a control box formatted to fit a bitmap picture and look like the bitmap?
Like if I wanted to have a command button be in the shape of a star, how would i do that?

My problem is I'm trying to program Risk. Originally I just had the countries as gif's with transparencies, so they would fit together like a puzzle, but then you can still click on the transparent part that overlaps with other countries.

could you embed a html control and use the hyperlink's ability to have polygon hit regions?
