Desktop icon interaction: Is this possible in VB?

I wanted to find out if the following is possible to do in Visual Basic. If so, my company may be interested in offering a contracting gig to anyone interested who can do it.

Let's say hypothetically there is an active desktop with an embedded Active X object. When the user drags and drops desktop files and/or shortcuts on the part of the desktop where the Active X object is located, a listener in the object is triggered and the file's location path is captured (or the file the shortcut is pointing to).

Any thoughts/ideas will be appreciated.
