how do I edit MIDI files?

how do I edit MIDI files?

I need to add ability to edit and save MIDI files to my program. I am mostly interested in ability to "cut out" any portion of an existing MIDI and be able to save it as a seperate file. Does anyone know any libraries, code samples, components that do that?
