IE Print Background Activate

I know that VB can take over functions of various programs, especially IE. Is there any way to create a program that when run on a client computer will turn on the background colours for printing?

What I'm trying to do is create a HTML based CD-ROM which I need to print out with background colours. My idea is that I launch the first HTML page from a VB exe file which also turns on the background colours printing.

Any help appreciated, especially if it's just to FAQs or How-To's
