is it difficult to do this program?

hello. everyone

i need a program (I'm going to do it on my own) and my question is: is it easy or difficult to do it?

It has to:

- have an option box where one can set an username and a password, and save it somewhere.
- run in the background
- check if the program wa.exe is running every minute. if it's running, make an http request: http://xxxx.com/xxxx.php?user=XXXX&password=XXXX
