Is it possible to change the decimal symbol for just one specific project?

Hello!
Earlier I had problems with the format function when I tried to format numbers with decimals. The solution was to change the decimal symbol in the control panels regional options.

Now I have a new problem. If I try to run my program on another computer I have to change the decimal symbol in the control panel on that computer also. Changing the decimal symbol in the control panel affects all programs. As long as it is my computer I don't care, but there will be other people using my program on their computers. In Finland we are used to using comma as the decimal symbol and I think that people wouldn't be happy changing it dot.

Thats why I'm wondering if it is somehow possible to assign the decimal symbol for this specific project/program. I need to use dot as the decimal symbol, but is there another way to do it than the control panel?
