VB5 Application error...

I'm running an OEM copy of XP home ed. on my Dell machine and have installed SP1 from MS. I tried to install a Home Landscaping program designed for Win98 from Macmillan and received the following error:
"Cannot install this VB5 application without latest service pack. Please install the latest Windows NT service pack and retry installation"
Macmillan no longer supports this product and I couldn't find a fix on MS's site. The closest thing I found was a Visual Studio service pack which includes Visual Basic. I have not installed this SP yet. I've also tried the compatability wizzard with no luck. Is there a way to get this program to work or am I wasting my time? I haven't been able to find a program that compares to this one. It was very expensive and is very easy to use so I would desperatly like to get it working with XP.

I've already tried compatibility mode and it didn't work. I found an Application Compatibility Toolkit 3.0 for download on MS's site. Could this help with the problem?
