Visual Basic Project Components

I have a registered ocx named cstelctl.ocx. I'm trying to write a custom visual basic ocx which will access this canned ocx. My first step was to select Project/Components and then select that ocx using the browse button. Everything went fine until I clicked OK. I then received a messagebox stating that C:\windows\system32\cstelctl.ocx could not be loaded. This is the only location in which this ocx is registered because I've searched the registry. Can anybody tell me why I'm getting this error and what to do to fix it?
