Sometimes the phone can tell you, there is a thread here which will tell you the magic variable you need to see how big a file the phone can accept. Not all networks support the sending of it though.

page size for b&w phone max 1kb, on kolored dont now but about 20kb....

it varies phone for phone so you really would be better off doing it dynamically and finding out that way
