SMS - OTA Configuration by SMS

Hello,

I am developing a new website which I would like to send OTA configuration messages.

I was wondering what the most cost effective way of doing this is. I do not have much experience in this area.

I do not expect users to ask for mass amount of message so is there a provider API which I can plugin into that will let me send them and charge me per message for example?

Or I have read about Kannel. Would it be worth paying someone to set this up for me. I am not too sure what else Kannel needs with regards to hardware and service requirements.

If you've studied the OTA specs, all you need is access to an SMS API that supports binary SMS
