Which one is best? All of them. You've decided to use PHP and MySQL on the server side, so the question is, which emulator should you use for development and testing? There are many emulators out there. The more you test with, the more likely it is that your page will work on a whole bunch of different phones. Speaking of which, emulators aren't a substitute for real phones. Next time you are having a friendly lunch with some friends or coworkers, grab all of their phones and fire up the minibrowsers and check your site.
