How would I create a banner for my site that looks the same for all resolutions?

Simply put, you can't. You either need to decide on a resolution to build for or use a scripting language to detect and replace images as a function of the user's resolution.

I'm wondering if that could be done with Flash. Since Flash is vector based, seems like you could set the Flash file to fill x% of space in the HTML and the vector images in Flash would adjust to fit with out lossing quality.

I haven't done much work with Flash though, but it seems like it should be possible.

Actually you could do the same thing with standard images. Simply set the img size as a %. Of course the image will start to pixilate and loose a lot of quality the bigger it gets.

Again, it would require detection of the users resolution, and a really good point that someone made to me in another similar post, is that, for the most part, if you have a resoultion that is > 800x600 it's quite common to see the window resized, hence, the user is actually only viewing what they want to view, especially with the advent of IM software... I don't think I've ever use all 1024 pixels across on my screen because Miranda-IM is on the side...

Yes, you are right. I did this for a banner for my old band's site. Just set the properties to 100% and it will expand and contract according to the browser size.
