Design Resolution

First, I understand the goodness of CSS and websites that expand and contract depending on the browser size (variable width, and such).

Having said that, if I needed or for some reason wanted a design that didn't shrink smaller than a certain size (say there was some visual element or a table that contained tabular data that really needed to be a certain width), can I safely assume that most people no longer us 800 x 600 much and most are 1024x768 or up?

Or would that be a bad assumption? I desperately want to be able to rationalize / justify a minimum 1024x768 design parameter...

I use 1024x768, but my browser windows are rarely set wider than 950.

Lots of people still use 800x600
