Dream Weaver help!!!

Hey, I have just started to use Dream weaver and need some explanations for how it works. What do framesets do? How do you make links with them if there what I think they are? How do I get a custom or change the background? How do I get a free easy server just to check how the website looks like?

All the other questions, get a book on HTML and or Dreamweaver. Or just read some tutorials on HTML basics on the net. Then if you have trouble with a particular concept or idea, come back to the forums and ask specifically for help in that area. It makes the forum that much better. But to answer the rest of your questions:

Modify->Page Properties to set a background
Framesets are bad, and you should learn to design pages without them. I don't know what you mean about if they are what you think they are. I don't know what you think they are. But if you mean how do you change a page in a different frame than the one that you are in, you need to set the target attribute to the name of the frame that you want to change.
