Effect To-Do

Could someone please explain me how to get the background effect in Photoshop as in http://mail.lycos.com/images/freema...ycosmail_40.gif

There is a filter that allows for that type of pixelization, but I don't remember what it is called. It mimics the dot pattern of printing. Check in the filters menu -- then it should be a matter of modifying the settings, or appyling it to a gradient of blue to white.
