Framework for creating a web-app UI

I'm looking for a Front end framework which would make my job easier to do the following things:

    1. Creating a web-app like UI. Roughly like this:

    1 - Dropdown
    2 - Date range selector
    3 - Dropdowns
4 - Tree table (populated on the basis of 1,2,3's selections)

Now I'm aware this is something that can easily be created with raw HTML/CSS, but as I said, I'm really not a front end guy so I'd love if there's a framework which can make my job easier.

From my primary research, the closest which comes is this: JavaScript UI Library, HTML5 Widgets Framework for App Development - Webix
It has widgets for all of the above plus it seems very simple to create such a layout with this too.
BUT as you can see, it's *completely* javascript driven. As a backend developer with very little JS experience, creating a web app frontend entirely in JS is a bit daunting. But of course it remains a great option to go for.
Most other front end frameworks have no implementation for Tree tables strangely!

Thanks a lot for the help!

Have you looked at jQuery Mobile ?
That might be an option for you.
