Free Border Graphics - Where and How

I have just registered with this forum because: (1) the home page says that it is the most popular forum on the Internet and (2) I have a question.

My inquiry pertains to border graphics. Specifically, the kind of 3D-looking border graphics that demand a very low memory requirement such as the blue and orange GIFs exhibited in the following link:

http://www.waukeshaelectric.com

As an example, you can right-click on the leftmost blue column background associated with the aforemetioned link to save and examine the left-bk image. A similar orange image can be found in the left border of the same site associated with the About WES link.

My questions are:

(1) Is there a place on the Internet where such images can be obtained legally for free for use on other commercial websites?

(2) Is there a free software tool that is extremely easy to use which will enable one to make the same kind of professional looking, round-edged images?

Yes, there is a sofware: photoshop.
Make a selection and fill your selection with a linear gradient.

That's the basic for creating such elements.
After, you can add some shadows or vertical lines to split your content.
In the TD background, use a gif of 1 pixel of width.
