Free Conversion of Any Graphic Format to HPGL

Does anybody know of a free program that will convert a graphic format such as .PCX, .JPG, .TIF, etc. to a HPGL format .HPG? Any response would be greatly appreciated. Thanks.

Only thing I can think of off hand would be GraphicConverter (Mac Only?) at URL
Imports 145 formats and exports 45 formats including .HP-GL/2
Shareware, $25 registration fee, batch conversion works only with registered program, otherwise you can use it in demo mode to convert one file at a time.
