Get me started

First, I'm new here so hello everyone.

I have had an idea for a website that I have been wanting to develop for long time now. I have experience developing with Java, .Net , javascript and such, but very much lack any experience in CSS or web design in general.

In order to compensate for my lack of the visual design of websites, I resorted in trying to trying wordpress designs. I have since, however, developing and resources to develop the functionalities just seem to scarce or vague.

I have now decided to develop from scratch, and have a few questions.

Should I design the UI before adding functionalities?
What is the best IDE for creating responsive GUI? I have heard dreamweaver and photoshop.

You need to read a good book on CSS:

I found the third edition of "CSS The Definitive Guide" very helpful.

I use NetBeans as my IDE. Its free and open source and has met all of my needs.

Both are perfect - dreamweaver and photoshop. Its not easy to design without any experience in photoshop. First you have to go through with software if you have time otherwise go for professional designer.
