Hello,
I would like to purchase a program that can create things like banners, buttons and simple graphics.
Any recommendations.

I can recommend Fireworks, especially if you are using it mostly for webgraphics. It also lets you export html and js.

Well, the GIMP is free, and powerful. I've found it somewhat limiting when dealing with text frequently, though. It's not bad, it's just Photoshop is better for that.
You could also look at PaintShopPro. Not free, but pretty easy on the budget.
There's also Flash to consider. It can export to gif/jpg/png, and it is _very_ easy to use.
