Am looking to integrate a desktop sharing feature into my website.

Do I need a developer or a programmer for that?

developers and programmers are really one and the same thing these days, while some programmers may not want to develop all developers are first and foremost programmers.

You may want to post the project in more detail or post it on a site like guru.com, that way you will be able to find the person you want to do the work, have a safe transaction and get multiple bids so you can choose the one you are happiest with.
