Question How To: Multi-Language Static Site

I need to create a static multi-language web site, but haven't got the first clue as to how to begin. I would appreciate some guidance for the following questions:

1. How to automatically detect and set the language (I mostly use ASP, but I think you would just access the HTTP_ACCEPT_LANGUAGE variable, but am not sure)

2. How to write in the other languages (specifically Chinese and Japanese).

1. There isn't really a sure fire method for determining the language of the user. It's better to have a page at the start or a link at the top to the same page in a different language. It's common, and for most people it's second nature to look along the tops and sides of the navigation system for the same website in another language.

2. Find someone to translate for you!

Well, I was fairly certain I would need someone to translate for me, but what about the characters? Do I simply install the language on my system?

Also, I am really only concerned with 3 languages, Chinese, Japanese, and English (American).

Well for Japanese, here is a good ( yet very formal ) guide to Kanji characters

For Chinese:

These websites, I suggest you read in full. As they deal with an explanation of the character encoding and it's requirements on your server.
