imaging programs

I was wondering if there are any imaging programs out there that professional webpage designers use for websites that are mostly image.

For example, like a contest that has a large image, 500px X 500px and then there is a form included within the image?

I use photoshop CS currently, but it doesn't have like text box inputs, and there has go to be a program that can have you import an image, and then construct a form within it.

please just tell me some programs i could try!

Can't you just put a form over a background image?

yes you can put a form over a background, however if i want the form to be a different location then the top left, like in the middle and a little to the right, it gets messy. i thought there is probably a program that can help with this.

I guess I don't follow. There are plenty of ways to control the formatting of form elements. Whether there's a background image behind them of not shouldn't be an issue.
