Looking for Template Builder

Picture this: I'm looking for some sort of tool that I can use that will help me build and/or store various web page templates. The idea is to have a stack of pre-built pages that I can have change color, text in img menus (i.e.: home | download | contact us [your slogan here]), and layouts either with a wysiwyg editor, or a code editor. I know what I'm asking for smells a little like Front Page, but I'd like the tool without the added bloat in the code. If no such tool exists to my liking, maybe I'll build it (which I am trying to avoid...). If there is such a tool, I'd like to use it. GNU-GPL is great, but I'll pay for it if it's not too expensive. If you know of such a tool, I'd love to see it. Thanks.
