i could use some help

i would love to make my own banner exchange website. cuase their are so many banner exchanges sites that suck. where do i start? what do i need to know? how does a banner exchange website work?

i have made many websites and i am very capable of programming. i know some programming and the oarts i dont know i can learn. just looking for a lil push in the right direction
