Check out http://openphoto.net. They say they have 18000 images, and they're non-copyrighted/free (technically, you're supposed to give credit).

Also, there's the No Rules photography webring that you can check out.

Art Today pretty decent site for graphics (clip art, photographs, web art, fonts etc) I used them quite a bit, 3 different membership levels.
