there is no one answer to this question for all users.
for any given monitor or screen...it depends on the display resolution setting [px] and the actual display width [cm].
if a person sets their monitor at 800 x 600 then the width is 800 pixels.

px/cm = resolution wd. setting [px] / display width [cm]

If you had a 800x600 screen resolution it would take 800x600 px to fill the space. Whereas if you had a 1024x768 screen resolution it would take 1024x768 px to fill the space. Therefore there is no set y cm = x pixels, it all depends on screen resolution.

I've never found a way but have to ask why would anyone want to? If you make one element a specific metric size, to make the web page work at all the common resolutions, everything else would surely need to be in the same format including text. Should think it would all look very odd sometimes!
Maybe I'm wrong

Yes, it is possible to size elements in cm, very simply infact:

PHP Code:
<div style="width: 5cm; height: 5cm; background: blue;">
Hello
</div

Obviously that is a gross simplification... but the idea is represented I think.

Arrow css height and width

not sure how accurate you need to be.
i am not finding css to render height and width in inches and cm to a fine degree of accuracy in the actual screen display.
i have dual monitors...
one shows these rectangles a little small....one shows them a little bigger....than they are indicated.
let me know what you get.

I only have the one monitor, it shows both rectangles at exactly the right size (well as close as i want my ruler to get to my screen ) and also shows the example I gave previously correctly.

This is a problem with these particular measures, most peoples monitors are not set up properly, or not accurate enough...
