Site overhaul - blog or CMS?

I need to overhaul this site for a couple of reasons:
1) Need to integrate a more automated update system, i.e blog, CMS, or forum for development announcement and user feedback
2) Code has gotten sloppy
3) Needs a new look
Point one is the primary reason for the overhaul. I want to be able to make daily updates about the software developed and hosted on the site (customized versions of Firefox). Right now all news relating to the software is posted in one of 3 offsite forums pertaining to Firefox, but the threads have become so big and unruly I figure it is time I step up to the plate and provide a means for news and feedback from users at my site. Only problem is I am not sure what is the best method to use.
*Blog - I figure I can make daily entries but I am uncertain about being able to reuse that template on the more static pages of the site that do not require daily updates. If I went this route I am considering WordPress.
*CMS - From what I can tell, a CMS would work fine, but it might be overkill as I want to keep the site as simple as possible.
*Forums - I could open a limited forum for users to use. Woudl allow for the feedback on the new builds and a convienent place to announce the builds, but that is it?
What I would be curious to hear is if there are any dramatic differences in using a blog vs CMS? Also, are there reliable open-source CMS system avaialable - if so where?
