time zones
I want to give the users to select their timezone according to the given GMT offset. I notice that not all go just "by the hour". some go by half hour. and some by even 45 mins.

ie. Newfoundland GMT -03:30, Kathmandu GMT + 05:45.

any thoughts on this? many places only offer selection by the hour. what's the best approach any of you have taken?

I'm not exactly sure what your problem is... why can't you just add the extra options to a dropdown list to allow users to select their timezone?
