too dumb for photoshop!?
ok, I select red color and when I draw a line - a blue colour appears instead.

You are in "Index Mode". Switch to "RGB Mode" instead. What is happening is the color palette for that image doesn't contain the red you are trying to use and is using the mathematically closest color it has available. If you will ultimately be saving it as a GIF, when you are done making your changes, just switch back to "Index Mode".
