Tracking problems while digitalizing video tape

I'm using a JVC VHS player and Dazzle software to digitalize video. No matter how much I adjust the tracking, I get a thin line of noise at the top of the video window. A friend who also uses Dazzle gets a line of noise at the bottom of his window.

I wonder whether this could be due to a limit on the VCR player or software. . .What's the very best combination I can use to avoid the video noise?
