Any information on how to convert a normal looking image (or a solid background color - say blue) to a TV (with horizontal lines)
like image. I have seen this in lot of websites nowadays, but what every I tried end up crude and ugly, ------------------ |

Suggest you do the following:
Open a NEW file 3 pixels height by whatever width you want. Create a fixed with selection of 1 pixel height by your width. Click in the file to place the selection.Fillit with 18%Black. Leave a gap of 1 pixel, and repeat the previous step. You should now have two gray line with a gap in the middle. Select the entire file. Choose define pattern. In your main image file create a new layer and fill it with the pattern. Adjust the OPACITY of the Pattern layer accordingly. Experiment with different colours and gap widths to suit the image.
