Which aspect are you looking for? Graphic design, programming, database management, source control, etc, etc, etc.... ???

To be honest, there is no one "best" program for any of these things. Anyone that thinks so hasn't been exposed to enough different working environments to understand this properly.

The best tools to use for any jobs are the ones that you understand and help you. This changes with every person because we all work in slightly different ways.

Now... lets sit back and see how many spammy replies there are to this very vague question!!

Well... Here's a very small list.

    Graphics:
    Photoshop
    GIMP
    Fireworks
    Paint (some people use it...)

    WYSIWYG:
    Dreamweaver

    Coding:
    Dreamweaver
    BBEdit
    Eclipse
    Komodo Edit
    Edit Plus
    Notepad+

    There's probably a few 1,000 more.

There is no one tool that will just design everything for you. You can make a PSD file of how a website should look, but that still needs to be cut up into HTML and CSS, and then that needs to be applied to whatever framework/CMS/templating system that you are using. It's not quick, it's not easy, and it can be very frustrating.

So tell me, just what do you have in mind that you want to do? Or is this just a homework question?

Dreamweaver for me, like the in-built FTP, effortless, early versions might suit for now, if you can get hold of.
Also Microsoft Visual Studio 2010 Express is just as good as dreamweaver and the express version is free to use.

Adobe Photoshop is a very popular commercial graphics editor available for the Mac and Windows operating system. Created for professional photographers and designers, it is the ideal application for manipulating images and creating web graphics.
